ST. PAUL, Minn. A security video from an apartment hallway shows at least 10 witnesses ignored a woman's cries for help for more than an hour as a man beat and sexually assaulted her, prosecutors in Minnesota said.
The surveillance video clearly showed men and women looking out their apartment doors or starting to walk down the hallway before retreating as the woman was assaulted for nearly 90 minutes, police spokesman Tom Walsh said.

If there are a lot of people around, moral responsibility gets diffused because no one is accountable and every one assumes someone else will act first. No - none of those by-standers are innocent. They're culpable in the crime and God takes note of those who stand by while their brother's blood is being shed. I believe one has a positive duty to aid someone in trouble.

I'm not so sure we're getting the whole story here. Some of the people who "retreated" may have retreated to call 911 and it just took 60-90 minutes for authorities to show up to help.
Furthermore, I don't know where you live, but where I live, if I call 911, I would be able to watch Gone With the Wind twice before anyone would show up. That's just how it is sometimes. Many people move very slow; they're not necessarily uncaring.

You are right. There is absolutely no excuse for this! It would not have put any of those by-standers in harm’s way to make a phone call! These other tenents must have condoned what this man, Ibrahim, was doing to this woman.
Doesn’t sound like a very nice apartment complex to live in, does it? I wonder if it is public housing?

Pffft, I’m not at a loss for words. This is the natural result of the nanny state mentality. Disarm yourself and others, and then when a neighbor needs help, you have a great excuse to do nothing and wait for the police. This is the nanny state folks, the liberal dream-world where you don’t have to do anything for anyone, just call Auntie Sam.

In some countries that’s true, like France, you have an affirmative duty to act. I’m not sure if good samaritan laws here would cover this.
