In some countries that’s true, like France, you have an affirmative duty to act. I’m not sure if good samaritan laws here would cover this.

In Italy the first five cars passing an automobile accident are obligated to stop and render aid. If you do not you are subject to prosecution (if someone thinks to get your tag number of course).
