In Italy the first five cars passing an automobile accident are obligated to stop and render aid. If you do not you are subject to prosecution (if someone thinks to get your tag number of course).

Finally, my daughter’s friend stepped up and performed first aid and asked people to help her. When they saw an American student helping, the police finally assisted her.
