:::FreeRepublic's Threat Matrix:::
Disaster Looms in Pakistan

Decorum was abandoned as accusations ricocheted between the wood-panelled walls of Pakistan's national assembly on Monday night. "Murderers! Murderers of innocent people!" screamed an MP from a religious party, his yellow turban shaking as he wagged a finger towards the government benches.

Five female parliamentarians, their faces concealed behind black and white burkas, slapped the benches with open palms. Another mullah stood up and started shouting. The speaker strained to maintain order.

Others were less captivated by the debate on last month's siege of the Red Mosque, in which more than 100 people died. One man snoozed at his desk. Across the vast hall others started whispered conversations. And high above them Muhammad Ali Jinnah, a dapper man with a pinched, clean-shaven face, looked on impassively from his giant portrait on the wall. Full story...

“WHO warns of global epidemic risk”

ARTICLE SNIPPET: “Infectious diseases are spreading faster than ever before, the World Health Organization annual report says.

With about 2.1 billion airline passengers flying each year, there is a high risk of another major epidemic such as Aids, Sars or Ebola fever.

The WHO urges increased efforts to combat disease outbreaks, and sharing of virus data to help develop vaccines.

Without this, it says, there could be devastating impacts on the global economy and international security.

In the report, A Safer Future, the WHO says new diseases are emerging at the “historically unprecedented” rate of one per year.

Q&A: WHO report

Since the 1970s, 39 new diseases have developed, and in the last five years alone, the WHO has identified more than 1,100 epidemics including cholera, polio and bird flu.”

One Terrorist Killed, 10 Detained During Iraq Operations

American Forces Press Service

WASHINGTON, Aug. 23, 2007 – Coalition forces killed one terrorist and detained 10 suspected terrorists today during operations around Iraq targeting al Qaeda weapons and leadership networks.

During an operation north of Baqubah, coalition forces captured an alleged al Qaeda cell leader and two other suspected terrorists.

Intelligence reports indicate the cell leader was a terrorist weapons facilitator and had been watching a coalition forces base, possibly to plan an attack. During the operation, the ground forces observed a man maneuvering around them and passing information about the assault force to additional enemy elements. Coalition forces engaged and killed the man.

Today in Bayji, forces captured two targeted individuals and detained two other suspected terrorists during coordinated raids. One of the suspects is an alleged safe house operator and meeting coordinator for senior leaders of al Qaeda. Another suspect is believed to be second in command to the al Qaeda emir of Bayji, who is linked to several attacks against coalition forces.

In Mosul, coalition forces conducted a precision raid looking for an al Qaeda improvised-explosive-device facilitator, who is believed to receive, store and assemble IEDs at his home. The ground forces detained one suspected terrorist. Coalition forces also detained one suspected terrorist during a raid on a farm complex north of Muqdadiyah targeting members of an al Qaeda anti-aircraft cell.

“Our operations continue to target terrorist leaders and their resources,” said Army Lt. Col. Christopher Garver, a Multinational Force Iraq spokesman. “We are on the offensive to keep al Qaeda from making headline-grabbing attacks against the Iraqi people.”

In other operations this week:

— Iraqi army scouts with U.S. Special Forces advisors conducted a helicopter assault in western Iraq yesterday, resulting in the elimination of a suspected weapons cache and the destruction of an insurgent safe house. While clearing the targeted building, the assault team noticed that the floor in the main room of the structure had recently been dug up and fresh concrete covered the floor, with wire leading out of the house. Further investigation revealed the presence of a command-detonation wire, and the area was immediately evacuated. Close-air support destroyed the target, and multiple secondary explosions indicated the presence of munitions. Intelligence sources reported that the former safe house was being occupied by foreign and Iraqi-born al Qaeda members. It was also a suspected storage location for weapons caches and believed to be the point of origin for launching mortars at the Iraqi police station in Karmah.

— Multinational Division Baghdad soldiers conducted two raids at a pair of abandoned homes containing IED-making materials in the western Khadra neighborhood yesterday. A tip from residents led soldiers to a house containing 60 pounds of fertilizer and 200 feet of detonation cord. As the soldiers continued searching the area, they found a second abandoned cache site containing 50 pounds of homemade explosive materials and three gallons of nitric acid. An explosive ordnance disposal team detonated the explosives and other bomb-making materials.

— Soldiers from 4th Iraqi Army Division with U.S. Special Forces advisors on Aug. 20 detained a man suspected of money laundering in Bayji. The suspected terrorist is believed to be responsible for smuggling money in exchange for weapons, explosives and men, which the al Qaeda terrorist network then uses for attacks against innocent civilians and coalition forces. Ledgers, a large sum of Iraqi and U.S. money, money counting machines, a 9 mm pistol and various types of ammunition were confiscated for further analysis.

— Iraqi security forces with U.S. Special Forces advisors detained a high-level terrorist during an operation in Mosul on Aug. 20. Intelligence indicates the targeted individual was believed to be in charge of security for a Mosul-based organization established as a front for al Qaeda, using kidnapping and executions to enforce his security actions. He also reportedly interrogated kidnapping victims for extortion and executed them. One other suspicious individual was detained during the operation. The forces also seized a variety of military equipment and documents at the targeted residence.

11-year-old Briton slain by bicyclist
AP via Yahoo ^ | 2007 Aug 23 | Rob Harris & Tariq Panja

Posted on 08/23/2007 2:46:20 PM PDT by Brujo

It is a tragedy becoming too familiar for a country where gun crime is still relatively uncommon and where limits on gun ownership are strict — an 11-year-old boy shot to death, allegedly by a hooded teenager on a BMX bicycle.

Rhys Jones, a cherubic-faced boy who liked playing tag and video games, was in a pub’s parking lot kicking a soccer ball around with friends Wednesday when two youths rode by and fired shots.

Rhys died of a single bullet wound in the back of his neck, the latest victim in a rising wave of youth violence that is sparking soul-searching about why some British children stray into lawlessness.

...

Two youths — 14 and 18 — were arrested and freed on bail in the boy’s killing, which came a week after a man in a nearby area confronted a gang of youths, who allegedly attacked his car, and was beaten so badly that he bled to death on his doorstep from a brain hemorrhage.

...

In the capital alone this year, 18 young people have been slain — 11 of them stabbed and seven shot. ...

...

British law severely limits gun ownership by making it hard to get licenses. But illicit guns are available on the street, most of them smuggled from the Balkans and others modified collectors’ weapons obtained within the country.

...

Under former Prime Minister Tony Blair, courts began issuing “anti-social behavior orders” in hopes of reining in out-of-control young people by barring them certain kinds of activities, such as playing music too loudly or hanging out on the street.

But some youths consider being cited with an ASBO as a medal of honor.

...

China searches for 8 kg of “missing” uranium
Fri 24 Aug 2007, 1:51 GMT

BEIJING (Reuters) - Eight kg (17 lb) of radioactive uranium has gone missing in China, delaying the verdict in a trial of four men charged with attempting to sell it on the black market, state media said on Friday.

A court in Guangzhou, capital of China’s southern province of Guangdong, heard the four tried to sell the material, which can be used in making nuclear weapons, between 2005 and January 2007, the China Daily said.

The men were arrested in January after a potential buyer in Hong Kong reported them to the authorities, the paper said.

However, despite having the four men in custody, police were unable to locate the uranium.

“The men claimed it had been lost because it had been moved around so much between potential buyers,” the paper said.

A verdict had yet to be reached “as the court said the trial would continue until authorities tracked down” the uranium.

Under Chinese law, the illegal trade in uranium carries a sentence of between three and 10 years in prison. In exceptional cases, it can carry the death sentence.

“The radioactive substance uranium does not explode when it is in its raw state, but it is very harmful to people’s health,” Jiang Chaoqiang, director of the Guangzhou No 12 People’s Hospital, told China Daily.

“Therefore it needed to be found as soon as possible.”

GUANGZHOU: Four men from Central China’s Hunan Province have gone on trial at the Tianhe District Court here charged with trying to sell uranium, a radioactive element used in the production of nuclear weapons.

The court heard that between April 2005 and January of this year, Zhang Sangang, Yang Guoliang, Li Zi’an, and Li Huibin, attempted to sell 8 kg of types U-235 and U-238 uranium.

Zhang said he met a uranium mine owner surnamed Zhou - who is being tried separately - in April 2005 and offered to sell 8 kg of the radioactive chemical for him.

Zhou said he wanted a minimum of 200,000 yuan ($26,400) for each kilogram of uranium. If Zhang was able to achieve a higher price, he could keep the difference, the court heard.

Later, Zhang met Yang and the pair agreed to work together to find a buyer.

Soon after, Yang met Li Huibin and Li Zi’an, and they also joined the team.

The court heard that at the end of last year, Li Zi’an made contact with a businessman, Peng Shuangjin, in Guangzhou, capital of South China’s Guangdong Province.

Peng claimed he had found a buyer in Hong Kong who was willing to pay 1.6 million yuan per kilogram for the uranium.

However, Peng was aware it was illegal to sell uranium and so reported Li Zi’an to the authorities.

On January 4, Li Zi’an and Li Huibin were arrested in Guangzhou in possession of a 15 g sample of the element they had brought from Hunan to show Peng.

Police in Hunan later tracked down and arrested Zhang and Yang.

However, despite having the four men in custody, police were unable to locate the 8 kg of uranium. The men claimed it had been lost because it had been moved around so much between potential buyers.

A verdict has yet to be reached in the case, as the court said the trial would continue until authorities tracked down the missing chemical.

Under Chinese law, the illegal trade in uranium carries a sentence of between three and 10 years in prison. In exceptional cases, it can carry the death sentence.

Jiang Chaoqiang, director of the Guangzhou No 12 People’s Hospital, told China Daily: “The radioactive substance uranium does not explode when it is in its raw state, but it is very harmful to people’s health.”

Jiang said if people are in close contact with uranium for long periods, they run the risk of contracting leukemia or other cancers.

He said the missing uranium could pose a threat to the health of the general public and therefore needed to be found as soon as possible.
