Bush: Recent SCOTU program put this program in question (secret prisons).
I'm asking Congress to pass clear laws with clear guidelinens based on Detainee Act strongly supported by McCain.
I have one test for this legislation: The intel community must be able to tell me that the bill will allow this vital program to continue.
The second bill would modernize our surveillance laws. I authorized the NSA to operate the program in response to the i/11 attacks. It allows us to quickly monitor terrorist communications from overseas with someone in this country.
