Police in Chiba were investigating an accident in which a crane truck damaged high-voltage electrical power lines as a possible cause of the blackout, Kyodo reported.

Our AC crapped out last week at height of the heat wave here. Took 3 days to get someone out to fix it. It was just like being back at the in-law's place in Hasami.
I spoke with Mrs. VanShuyten via Skype about an hour ago. She's in Japan about 100 miles west of Tokyo on business and visiting relatives. She's coming back today, and said that there wasn't any trouble with the trains and airport, and that she expected to make her flight on time if the inspection lines weren't too long.
Same here. It's one of the most evocative descriptions in all literature. It's either a shame or oddly appropriate that its meaning will fade away as the cathode ray tube disappears from our culture.

Electricity was restored by 10:45 a.m. Monday at all of Tokyo's 23 wards, Yokohama City, and some areas of Chiba Prefecture. The power failure lasted from shortly after 7:30 Monday morning, said Tokyo Electric Power
The power failure was caused by a crane on a tugboat that hit power cables over the Old Edogawa river between Tokyo and Chiba, the power company said.

Central Tokyo was hit by a power failure on Monday morning. The electricity was back on in about three hours, but thousands of commuters were affected by the blackout, with many railway and subway services suspended or delayed.
The Tokyo Electric Power Company says the power failure occurred shortly after 7:30 a.m. All 23 wards in Tokyo were affected, including Shibuya and Shinjuku Adjacent cities in Chiba Prefecture and part of Yokohama were also affected.
About 1 million 390,000 facilities and private houses were temporarily affected.
One house wife said "After the power suddenly went out, I couldn't run tap water, or use the telephone and radio."
The company says power had been restored by 10:45 a.m. It was the largest scale blackout in 7 years.
In the huge blackout, as many as 260 traffic lights went dark in wide areas across Tokyo. Police officers directed traffic on roads where traffic lights were not working.
At least 58 cases of people being trapped in elevators have been reported in Tokyo. Most of the people trapped were soon rescued by operators in charge. So far, no injuries are reported.
Power company officials told reporters that the power failure occurred, because a crane on a tug boat damaged a power cable over the Edogawa river, connecting Edogawa Ward and Urayasu City.
Due to the blackout across Tokyo, services on many railways including subways were interrupted.
At Shibuya Station in downtown Tokyo, many commuters -- both workers and students -- had to walk in the darkness during the morning rush hour.
Passenger said
"I'm on my way to work. I think I can make it if I transfer to a bus instead of the train."
"It's a bit of a difficult situation, but I think I will have enough time."
Railways resumed operations by 10:30 a.m., about three hours after the electricity went out, but some services were up to 90 minutes behind schedule.
Railway companies say about 270,000 passengers in total were affected by the blackout.
