Are you people just saying this just to see who can top who.
Where are you getting the idea that you cant have lights?
let me help you out in English.
A) Point you beloved light towards your house since your light is meant to protect your property.
B) Shield it so the PRIVATE PROPERTY owners next door do not have to be forced to be blinded by your lights. Last time I checked thats called common curiosity. Sadly it's something thats no longer a conservative value to too many people here.
It has nothing to do with telescopers' rights or privileged whiners. It's called respect for places that are not your own.

I thought the article was about "urban sky glow", not common courtesy between neighbors.
I guess the sky belongs to all of us. I don't want jets flying through it because the contrails reduce the amount of sunlight that warms my house in the winter, therefore I have to pay for more gas. Lets outlaw jets.

I lived on the south of Houston, and every night, there was this glow over everything to the north. My point is that it truly, really exists. ON cloudy nights it never got fully dark because of the light bouncing on the clouds.

I know it exists, it's just ridiculous that someone wants to outlaw lights at night. You don't need them in the day, right? Do you drive the loop or tollway at night? Don't those lights make it safer "for the children"? If they were turned off imagine the screaming that would come from the child coddlers and all the other safety advocates. It's a city of four million, there's going to be a "glow". Would you want to walk down Scott St. in the dark?

It would really be nice if you read the article. See, had you read it, you would know they don't want to ban lights at night - they just want lighting installed that doesn't light the sky up so much.

Switch off lights if there are times during hours of darkness that they are not needed, Prevent 'overlighting', i.e. use only the correct amount of lighting for the task in hand, In particularly sensitive (rural) areas ensure that lighting is used only when there is no better alternative, Make external lighting subject to planning control, Encourage industry to use efficient lighting and to minimise the amount of energy waste associated with light pollution, Make light pollution a statutory nuisance and make lighting a planning issue.

I am all for Light Pollution control. All that light is just waited electricity. Put it in the terms of how much money Governments would save if they could cut their electric bills down. I can stand in my driveway and see 17 government owned streetlights. That is WAY too many lights.

And that was under the heading "Many things can be done to reduce the problems of light pollution:" before they called for legal means to control the problem.
Your original post implied that they wished to ban all lighting at night which is an incorrect statement.
