I really get a kick out of this one:

"In particularly sensitive (rural) areas ensure that lighting is used only when there is no better alternative"

What is an alternative to light?

I was driving last night while it was raining thinking about that. Reflectors in the lane lines would have been much more effective than the street lights that were there.

Fences, locks on your door, public knowledge that there are armed citizens about. These work *great.* And not only at night, but during the day. Even in the rain.

A lot of rural lighting is done to scare off critters of the two-and-four-legged variety. But there's also a lot of waste... farms light up like used car parkign lots at night around here sometimes when work is done after sundown... and it's useless, since the lights on the barn, bright though they may be, don't do squat to help the tractors navigate. The headlights on the *tractors* are not only vastly better for getting the work done, they also produce vastly less light pollution.
