There are a lot of bosses I had that I hated but who got things done. Rumsfeld gets things done. I don't believe things happen "in spite" of the leadership. Peters is an "old style" "Big Army" (high soldier usage) kind of guy. Rumsfeld is trying to get more out of each soldier with high tech, and as Tony just said, special forces and getting more out of each soldier.
I'm pretty sure that if Scott is stepping down it's his decision. You know Bush never fires anyone without strong reason. Scott has actually been doing that job for quite a while, and PSs don't last that long. Seems like he's been in there longer than Ari was.

Exactly LL, and, IMHO, therein lies some of the problem - Peters and these generals want the Pentagon to stay the same - - the generals wanted to keep the cushy jobs in the Pentagon and don't want the transformation. They're all has-beens that are trying to sell books and/or get a job in a Dem Pentagon. They hate it that Rummy has so much experience (Congress, Sec of Def x2, WH Chief of Staff, CEO of a major corp, etc.)and the SOD in the Clintoon admin
Cohen, Perry, etc can't hold a candle to him - - talk about incompetence!
