There is a remarkably simple solution to the impasse with immigration reform. It involves a balance of recognition and respect of United States laws, along with the need for a reasonable process for dealing with the illegal immigrants.
First of all, all illegals currently in the country would have to sign a written document stating that they had broken the laws of the United States by entering the country. Those who wish to stay on as guest workers would be placed on probation for a period of three years, during which time they would be granted status as "conditional" guest workers. They would be required to report their location to the INS annually, and any other violations of U. S. or state laws could result in loss of status and deportation.
Those who successfully completed their probationary period would become official guest workers. Those who wish to apply for citizenship would be eligible, however, those applying legally from outside the country (who have not immigrated illegally) would have priority over those who entered the country illegally.
All employers would require illegals working for them to apply for conditional guest worker status (along with the required probation period). There would be fines for both the illegals and the employers who fail to initiate the guest worker application process.
This approach offers a road to amnesty which recognizes that an illegality occurred, a probationary period was served, and that illegal immigrants are not placed ahead of applicants who apply legally.
Or we could deport all of them and fine the bejeezus out of their employers.

How are you going to enforce this? "Excuse me Mr Illegal Alien, would you kindly sign this document? Wait a second, mister, why are you urinating on my document? I asked you for your signature ..."

How much of a fine. Currently, the fine for using a falsified social security card is $250,000. I wonder how many of those fines we have collected.
One problem with legalizing them and allowing more is the simple fact that it will always be easier to sneak in. Thus they will continue to come illegally.
Build a wall tall and wide and lets see some perp walks of company executives who lure them.
I like your idea.
My simple solution:
1. Make illegal presence in the United States a felony, to go into effect on a certain date.
2. Establish a guest worker program. Upon completion of work visa, visa holder must return home and reapply. Failure to do so is illegal presence in the United States (see #1).
3. Eliminate the anchor baby clause. (This will require a constitutional amendment.)
I like it.
We could also say if you are here illegally and get caught, you will never receive american citizenship.
Impasse=Lack of guts to do anything about the issue. Wake up, we have reasonable immigration laws on the books already--ENFORCE THE DAMNED LAWS for pete's sake.
When you make "deals" that void our laws they've won.
All of the amnesty proposals (I've not seen much else) address "the worker" and what they have to do to stay here. I don't see anything about the family and relatives of "the worker" who are here soaking up the good life. Will there be any requirements for them to meet? Will they have to become "workers" or go home? Or will they be granted amnesty without any conditions? If "the worker" becomes unable to work will he be granted unconditional amnesty or sent home?
...and do all of this AFTER the border is fixed, the fence built, and the pourous sieve of a border is closed so more cannot come. In the mean time, get aggressive about rounding up any illegals we can find presently and immediately deporting them so that when the time comes and the borders are fixed, those that remain will know that we mean business with this sort of guest worker program
Secure the borders/ports.
Offer illegals an opportunity to apply for legal residencence, from their nation of origin, if they pay a fine. If they don't pay, they work it off at the work house and then get shipped back.
They then get in line with everyone else, and if they have children born in America, they (if they paid the fine) get processed first.
From there on out, it's more of a Bracero type program that I'd go with, but far superior in it's ability to track and control the 'guests'.
