I like the proposal. But I would add the fence to keep out more illegals.
There has to be a dose of realism in dealing with immigration. I prefer the hard approach. Illegals should be rounded up and deported, border fenced and patrol quadrupled. However, rounding up and deporting 11 million people would be an impossibility. I am still concerned that criminal penalties against employers will work. Current laws are not enforced and they must be enforced or any immigration solution is not going to happen.
