No, the Port Operator doesn't schedule the vessels. the Shipping Lines do. The Shipping Lines coordinate the schedules and then the Port Operator is to manage the Union Labor so that the Vessels are worked effieciently.

I guess I dont blame you for not knowing this... but in the world of the shipping there so many interested parties and companies and agencies that a "lay person" would think someone was joking (as perhaps some feel I am) when explaining that the Port Operator is just one of tens of controlling parties and thier control does not extend to national security.
They are strictly to manage the Union labor and keep the vessels moving. Customs and the Ocean Lines are responsible for workign with the Consignees to get the cargo cleared for release so that it can leave the port.

every job is unionized? how about management of the information systems and computers used to operate elements of the port. or are you going to tell me its done with union workers on an abacus.
we don't need a UAE company operating US ports, why take a chance. why should we bother have to construct oversight for all of the things you claim they cannot do, to make sure they aren't doing them.
JMO, I will take the knowledge and expertise of a person who has worked in the industry(pacelvi) anyday over someone who makes broad and hyperbolic generalizations(oceanview, chuckie schumer, michael savage, etc.etc)

there is a reason why this deal required federal approval, albeit at too low a level. the oversight apparatus simply blew it, that's all - or were perhaps talking to the UAE lobbyists about their early retirement plans.

Cargo release information is not inputed by the Port Operator staff. Cargo release information is transmitted electronically by the US Customs AMS system as well as the Ocean Carriers.
US Customs does not get its information from the Port Operators. US Customs is given its information by the Ship Line/NVOCC who gets it from the overseas Shipper, and is then confirmed by the Consignee when they file their US Customs Entry as well provide US Customs with the documents that collaborate the information.

So what are you suggesting? Gov't interference in the free market?
It's already established that the Port Operator is not involved with cargo security, that's US Customs responsiblity , and everyone in the US (indivudals, domestic companies, foreign companies) is subordinate to the orders of Customs.
The Port Operator has no control or influence on the Customs Agents, the Port Operator only does the work that US Customs authorizes or orders to be done.

The oversight constructed at the port is not to audit the work of the Port Operator for heaven's sake. The oversight is to enforce the taxation and cargo laws of the US as executed by the Federal Gov't Executive Agency, Customs and Border Protection in the Dept of Homeland Security.
Why you think the Port Operator is not from any factual basis.
Now that I provided you with these facts, you can go on to advocate your postition as if I never said them, or you can go to the numerious websites i cited and find out for yourself.

And in case you dont know this, the Terminal Management does not delegate the Union worker to a job.
In other words, if you go to a port today and you see John Doe up there on the Crane that is working the ship, the Port Operator did not "employ" him for that job.
The Union handles the work assignments. The staff go to the Union dispatch hall and get the assign from the Union.
The Shipping Lines tell the Port Operators how many crews they think they'll need on any given day, and the Port Operator will tell the Union Dispatch hall that they need so many gangs hired for what shift.
Really you guys.. if a terrorist wants to get stuff in the country , erecting a huge conspiracy at the port would be the least effective ways of doing it.
For heavens sake today, all someone needs to do is make Chicago be teh Port of Entry for the goods, and Customs will issue a Bond, and the container leaves the port with no hassle.
But I'm sure you all took this into consideration already.
