DENVER - The Colorado House on Friday approved a ban on smoking in indoor public places, exempting tobacco shops, casinos and a smoking lounge at Denver International Airport.
House Bill 1175 would prohibit smoking in nearly all public indoor spaces in the state. It would dramatically change the smoking culture in Colorado Springs, where bars and restaurants are free to make their rules.
The bill goes to the Colorado Senate.
The smoking ban triggered one of the first extended floor debates in the House this session, a two-hour fight during which several amendments failed.
Attempts to exclude Veterans of Foreign Wars clubs, racetracks and bingo halls failed.
The bills supporters, led by sponsor Rep. Mike May, R-Parker, say the legislation is crucial for public health and to protect bar and restaurant workers from secondhand smoke.
May says a statewide ban will level the playing field between communities with or without smoking bans.
Much of Fridays discussion centered on implications for personal freedoms of citizens and businesses.
It is really easy to decide the fate of others, Rep. Bill Cadman, R-Colorado Springs, said. Cadman, one of the most vocal opponents of the bill, says lawmakers would better serve the state by creating air-quality standards for public indoor spaces.
But pervasive secondhand smoke in Colorado bars and restaurants violates the rights of nonsmokers, bipartisan supporters of the measure say.

Rep. Mark Cloer, R-Colorado Springs, proposed the exemption first in the House Health and Human Services Committee and again Friday in an effort to honor veterans in Colorado by allowing them to smoke at their public gatherings.
These people have given so much of their lives to defend our country, he said. Are we asking them to go back home and smoke in front of their children and grandchildren?
Cloer said he will not vote in favor of the ban if veterans clubs are not exempted. He said he has made arrangements to have a veteran exemption carved into the bill by the Senate.
Another major source of contention for opponents of the ban is its potential to drive mom-and-pop establishments out of business. Rep. Laurie Clapp, R-Denver, rallied unsuccessfully to shelter the neighborhood hangouts from the measure, saying the lack of an exemption for taverns means the lawmakers are choosing winners and losers through the ban.

I've seen it time and time again: they will promise us the MOON just to get our vote. Then, once in office all they give us is the outhouse. And tax THAT as well!
They let the power of their seat over-ride their responsibilities to their constituents. They think they are Gods and make the law with a heavy pounding fist. They make me sick.
regarding his nose rights, what about perfumes, since perfume allergy is quite common. or perhaps he should legislate daily showers and deoderant for all citizens, since some smell unpleasant also. yep, our republican party is hard at work for us, right?

States all seem to agree that secondhand smoke in casinos isn't nearly as *ahem* dangerous as the kind you get in a typical bar or restaurant.
I'm telling you, there isn't much difference between the treatment we get today between both parties. They both stink to high heaven. And it's not from cigarette smoke, either!
The reason that they want to exempt VFW's is because they know!! That they can't ask the people who fought for our freedoms and constitution to give up their freedoms....which is to say..the rest of us will be asked to ....
Why are my freedoms and constitutional rights less important? why should I just hand over my freedoms that others fought and died for? Doesn't this mean that I valued their sacrifice very little?

I wish I knew. They didn't want us smoking in the nice smoking rooms at work, out of the way of everyone. They kicked us out side.
Then, the prissy nosed anti's couldn't stand walking through the 'smoke!" So, they put us 25 feet out from the building.
They can't balance a stupid state budget without increasing cigarette taxes over and over again. What DO they want from us?
