U.S. commercial air carriers continue transporting tens of thousands of evacuees from the New Orleans airport to destinations throughout the nation.
Rooftop air rescue efforts continue. One rescue chopper crashed late today. Crew members are reported safe. Gunmen who fired upon bridge repair contractors were killed by law enforcement.
To date, an estimated 70 countries and U.S. businesses have pledged hundreds of millions of dollars, supplies, food and equipment to assist the United States' efforts in Katrina's aftermath. Lt. General Honore described the damage to Mississippi today, "all infrastructure south of Jackson, MS is either damaged or destroyed." Secretary of State Condoleeza Rice visited the devastated areas, and attended Sunday church services in Mobile, Alabama.
Elsewhere, Sean Penn's rescue boat, sans plug and full of his personal entourage, reportedly sank during launch in New Orleans. Senator Mary Landrieu (D-LA) threatened to punch President Bush, and Jefferson Parish President Broussard decried that the bureaucracy of FEMA has committed murder.

Streaming Video:
All information is subject to change. Many stations are relying on their corporate parents to configure and maintain Internet streaming. Because of the intense interest in the feeds, they may be unavailable at times because of network congestion or a problem feeding the video to the streaming servers.
WWL-TV New Orleans - WWL-TV is operating from studios at Louisiana Public Broadcasting. CBS has a relay during the morning and afternoon. When available, use the CBS relay first as they have greater streaming capacity. They have a secondary stream from Yahoo. WWL-TV is also offering a special low-bandwidth audio-only stream for dial-up users.
WDSU-TV New Orleans - The news staff has started to return to temporary news studios near New Orleans. However, expect evening coverage from Hearst-Argyle sister stations WAPT Jackson and WESH Orlando when the New Orleans staff needs to take a break.
WGNO-TV New Orleans - New Orleans' ABC affiliate has returned to the air with WBRZ-TV and launched video streaming with continuous Katrina coverage.
WPMI-TV Mobile, AL - WPMI is webcasting from 5:30am - 10:30pm CDT. When off air, you can view pre-recorded reports on demand. This feed is often unreliable.
WKRG-TV Mobile, AL - This station is providing good coverage of the situation to the east in Mississippi and Alabama. However, the station is now signing off at around 10:30pm CDT like WWL and WPMI.
WJTV-TV Jackson, MS - The CBS affiliate in Jackson is providing live coverage for both the Jackson area and south Mississippi (knowing a lot of media in that area is off the air).
WFAA-TV Dallas, TX - WFAA-TV is here because Dallas is one of the evacuation cities.
United Radio From New Orleans: WWL-AM, WNOE-FM, "KISS-FM," WRNO-FM, WYLD-FM, and WJBO-AM (Clear Channel & Entercom) who have joined forces as United Radio From New Orleans, and they are streaming.
Gulf Coast Storm Network (Clear Channel Radio) - Clear Channel offers radio listeners across the gulf coast access to a simulcast emergency radio service. This service seems primarily focused on Alabama and Mississippi, but does cover Louisiana to some degree.

...and red Solo cups for bailing.
...and red Solo cups for bailing.
They were expedited based on the hurricane 2 days before it hit, the catastrophe occurred on Tuesday when the levy actually broke and flooded the city, (remember the press reporting the NO dodged the bullet on Monday)so the second part
under extreme circumstances, suspended in the immediate aftermath of an event of catastrophic magnitude."
really would not have been inacted until after Tuesday or after confirmation that the levees were giving way. I am trying to recall when Bush first used the phrase, an "event of national significance" as that would indicate when they were starting to move on the second part...I believe it was Wednesday and that would've been a timely response given to size and scope of the affected area and how quickly the damage assessments were coming in. Perhaps some other Freepers can pull that part up on a timeline. When did Bush announce DHS was taking over or use the phrase 'event of national significance.'
No filming was allowed inside the SD for privacy reasons.
My sole point is for those who believe, or advocate, that the Federal response was constrained by the lack of a state request. The NRP shows about as clearly as it can that, in catastrophic circumstances, a state request is not a prerequisite to Federal action.
I've seen footage of 'ministers' of scientology working the shelters. They had folks laying on massage tables and were massaging/laying on hands. There were quite a few of them.
The thread has been pulled pending comitatus approval. Probably an appropriate response by the mods.
Comitatus, I encourage you to post this as a separate thread or ask the admin mods to put backup the one that backhoe posted.
ALL "catastophic events" are Incidents of National Significance.
Your cite to page 43 et seq (is the 61st page of the PDF - darn annexes start new page numbering scheme, ugh) basically summarize the implementaion of the Annex, which I cited.
Neither the summary not the annex provides for a federal override of state control, where state control is in place.
Page 52 (PDF page 70), third paragraph in the first column, recites "In certain emergencies involving Federal primary responsibility, the Stafford Act allows the President to provide emergency assistance without a Governor's request. Appendix 5 provides an overview of the request process under the Stafford Act."
Appendix 5 starts at page 91 (PDF page 109). It contains no support for the principle of wresting control from the governor.
All that being said, the legal framework is complex enough, and loaded with enough terms, that the DEMs will spin spin spin - but they cannot spin away the fact that they (the governor) have proactively DEFENDED their control over the relief effort. They can't defend what they don't have, ergo they have control, and wanted to keep it.
The net result of the proposition you advance would be that these same whiners could now whine that "The President had the power to take control away from us, and he should have." Hardly a mark of competence, eh?
If you want to more specifically support your point, perhaps you would cite the phrases in and application of the Stafford Act that clarify the meaning of, "In certain emergencies involving Federal primary responsibility, the Stafford Act allows the President to provide emergency assistance without a Governor's request." Does than mean he can send money? Can take over police power without a governor request when the governor is capable of communicating a request? What excatly does that phrase mean?
Thank you for your encouragement. I feel blessed to be able to help.
Roger that- however it is disposed suits me.
Good idea. Comitatus should get all the praise for his diligent work if he decides to post it as a separate thread.
And I am trying to debate this with you, because we all are going to be hearing about the NRP in the days to come. And not every event will rise to the activation of the NRP. Our discussion holds valuable lessons, such as activation of the NRP in the immediate aftermath of an event of national significance.
Yes, you are correct it was Tuesday and that would have followed the decision making process described in my previous post. The hurricane alone did not require the activation of the NRP, although Bush did declare disaster assistance 2 days before hurricane landfall. I remember the press touting the exceptional declarations as having never been done before. As it appears to me, the Feds./Bush followed the NRP.
LOL.
Hopefully the author will re-posted it as its own thread or give permission for someone to do so.
Turf wars that involve the lives of people in dire emergencies are evil. Well, we know who played turf war....
We keep talking with the evacuees about "being lifted out of the water". This imagery is very powerful to be reborn. The past is left behind in that cess poll abd the future is ahead.
FOX just announced that Bubba and her Heinous will join X41 at the Astrodome. Wonder how long before they make it all about them.
Indeed. Sums it up pretty well.
Obviously, I don't share lugsoul's conclusion, which was ...
Anyone who thinks that an investigation of this matter will show that the failure was with the state or local government in failing to request Federal involvement needs to read DHS' National Response Plan."Roll FEMA" is another indefinite term. I certainly don't take it to mean "override state command and control authority." But FWIW, the Feds did "roll FEMA" in many forms, before the disaster struck. ANd FEMA also respected the gover's command and control.I don't think you'll be pleased by what you find. It is very clear that DHS had the authority to roll FEMA into this on its own accord.

Ugh. Well, Clinton will feel their pain.
I can imagine what noise there would be if the Pres had told the governor to kiss his sweet grits and rolled in and took over without her permission. Oy Veh! Constitutional Crisis!
