I certainly don't take it to mean "override state command and control authority." But FWIW, the Feds did "roll FEMA" in many forms, before the disaster struck. ANd FEMA also respected the gover's command and control.I don't think you'll be pleased by what you find. It is very clear that DHS had the authority to roll FEMA into this on its own accord.
