Any intrepid reporter would use this quote to confront any LA politician blaming Washington/Bush. Most MSM reporters are too lazy, incompetent, PC, or ideologically biased toward 'blame Bush' to do so.

When Savannah evacuated, we all road out on those dang school buses. I griped and groused...
But looking at this, I realize just how GOOD our disaster plan was compared to this two liner in the manual that said "If you don't have a car, get a ride from a friend, neighbor or relative" ACK.
And as for the buses not having restrooms....NEITHER DOES A CAR!

The DUmmies are saying that the mayor had not jurisdiction outside of New Orleans and therefore had no authority to take his people beyond the city limits. But don't all cities that have evacuation plans (like Galveston) involve taking the people beyond the city limits?

You make a good pont - however it wouldn't wash because of ONE single word in that cited section MAY. A case could be made if that word were to have been SHALL.
don't mean to seem nit-picky,but the choice of those 2 words can make all the difference i the world regarding how something is carried out.
