The DUmmies are saying that the mayor had not jurisdiction outside of New Orleans and therefore had no authority to take his people beyond the city limits. But don't all cities that have evacuation plans (like Galveston) involve taking the people beyond the city limits?

Nagin is, without a doubt, a complete and utter failure as both a man and a politician. His audacity to blame others for his inadequicies and malfeasance in the requirements and duties of his elected office, has not and will not go unnoticed.
