Hindsight? Hardly. Three points here:
1) School bus fleets have routinely been used for evac in a number of Atlantic coast hurricanes; 2 minutes of Googling will persuade of this, if you're not inclined to take it at face value.
2) No vehicle fleet in the predicted path of a hurricane, particularly a large one, can afford to sit still. High ground, low ground, whatever ground makes no difference in the general case. As a matter of pure practicality and maximum survivability, the fleet must be dispersed.
3) Clearly, given the N.O. school bus depot is in the bowl, this was a matter of ''move it or lose it''. Even if the busses weren't to be used in evac (for what reason I cannot fathom), they simply must be moved to higher ground.
This dolt of a mayor, in addition to killing X number of his city's citizens en passant, has additionally stuck the taxpayers with an 8-figure bill for a new or substantially rebuilt bus fleet. Jackass.

By enlarging the photo, I was able to count at least 200 buses in just the photographed section of this parking lot. If you put 50 people on each bus, this means that 10,000 people could have been evacuated on these buses.

When Bush declared LA a disaster area even before landfall?
Someone double check whether the hurricane was even a Cat 4 when Bush made the declaration.

I was saying of FR when people were pouring into the Superdome that they should be getting those people on busses and whatever and getting them out of there
before the storm arrived. I was totally 'flamed' by some FReeper's for this. A number of them complained that it was 'impossible' because of the logistics of the situation and that these people should have found their own transportation...
It is horrible that all of these busses were just sitting there when they could have been used to evacuate people. It's disgusting.

All major cities are supposed to have evacuation plans in case of a disaster such as this. This should have been a high priority for NO since it is 10 feet below sea level and in a hurricane zone. This seems so obvious it's sad.

Not true one brave person stole one of those buses loaded it with hi family, friends, and neighbors and drove it to the Astro Dome.
