There is absolutely no doubt that the Gov of LA and the Mayor of NO are completely incompetent.. not suprising since the entire government of LA is corrupt beyond belief, and NO is even before the hurricane a corrupt and high crime city.

An LSU professor who was on the panel that drew up the last plan said that there was NO PLAN for the evacuation of 100,000 poor, old, and infirm people who they knew would not be able to get out of the city by car before a catastrophic hurricane. He said every time that question came up it was met with silence.Another expert said it would have taken a minimum of 72 hours to get all those people out of the city by bus. New Orleans would have had to start evacuating on Thursday, or Friday at the latest, putting the folks on buses. (Note: Katrina was still a Category 3 storm on Thursday.) And a large number of them would have been sick, and frial, and had babies and young children in tow, all needing extraordinary assistance wherever they were being taken.
Yes, the local and state officials dropped the ball before the hurricane arrived.
Btw, I'm sorry if I'm being too harsh on FEMA, but I already dealt with those incompetent bureaucrats in 1992, and I'm still smarting at their sluggishness and absurdity. Similarly, our local and state officials also had the deer-in-the-headlights look for a while.
Exactly...if the SD was your only shelter, why wasn't it supplied ahead of time with provisions.
Why weren't buses sent up and down streets to evacuate those who couldn't leave the city because of lack of funds.
In Florida, I've witnessed amazing levels of preparedness in the event of a storm. Evacuations of invalids, older folks, whole communities moved by bus to higher ground and shelters, etc.
I think it all boils down to "they never thought it would happen to them."

It also declares a state of emergency and put out encouraging word that FEMA was prepared, working with local authorities, and that FEMA has the authority to coordinate all. As of Saturday.
It encouraged and URGED people to evacuate.

I agree with that. There is always a matter of weighing odds.
