 I have heard many leftists say that Bush slashed $20 million from FEMA funds that would have been used to reinforce the levee system in New Orleans.

 People have been talking for years about what would happen should a hurricane this size hit that city, and I'd be willing to bet you there were lots of federal dollars passed from hand to hand over the years to prepare for this.
I will be astounded if some of those reporters don't ask the obvious questions: Where did the money go, why weren't officials prepared? It's not like it was a secret this could happen someday.

 There are already the accusations that federal money was diverted away from improving NO's levee system for other purposes, likely the war.Yes, Sidney Blumenthal already planted that political urban press using the foreign press to launder out the Clinton fingerprints. The way to shoot it down is to explain that the fed money was there but because LA refused to put up any of the state matching funds that were required by law before the fed money could be spent. Since LA made it clear for several years that they weren't going to provide those matches and expected the feds to pay 100%, the money was diverted to other needs, of which there were many.

"I'd hate to be an Emergency Management official in New Orleans right now. Katrina is pretty much following the NHC forecast, and appears likely to pass VERY close to New Orleans. I'm surprised they haven't ordered an evacuation of the city yet.  Storm may shut refineries for months -- Keep the EPA multiple gas blend suspension in force, suspend the federal & state gas taxes indefinitely, start importing from IRAQ, drill - drill - drill where the caribou roam & wherever else it is geologically promising, start building refineries & identical nuke plants (one thing the French have done right), start using our vast coal supply by building liquification/gasification plants.

 Turn Bases into Refineries part 2 -- This is a excellent idea, which will help the LONG term problem (just like building 10 new nuke power plants).
For SHORT term help, suspend taxes on gas for 90 days, suspend requirements for 40 different blends of gas for the nation, pass legislation to end lawsuits against MTBE's (which the enviro-weenies are responsible for in the first place), proclaim closed military bases as "refinery empowerment zones", where they will have a 100 year lease on the land, be shielded against environmental lawsuits, and not taxed for 10 years.

  Analysts see Katrina as `perfect storm' for already high energy prices -- We own all of the oil sitting underneath Iraq. Why aren't we pumping it for ourselves? Gas should be 50¢ a gallon. We also own tons of oil up in the arctic. To hell with the environmental wackos - start drilling!

This is probably going to be my last and most complete post on the subject with the possible exception of the column I have prepared for the Daily Illini.

First, we'll start by what three things that aren't to blame and go into what went wrong.

Levee funding cut by Bush

STATUS: Non-issue

The Army Corps of Engineers is responsible for the levees and floodwalls in and around New Orleans. They were designed to protect against a weak category 3 hurricane. There were no plans to upgrade that protection to category 4 or 5. Originally the plan was to have category 5 protection; however, environmentalists sued the district and stopped it. It would have taken 25 years (if it worked) to get the upgrades in to make the levees and walls protect against a category 5. (Source: Riverside magazine by the Army Corps of Engineers). 

New Orleans Police Department

STATUS: Two-thirds of the police force is gone

That's correct, over 2/3rds of the New Orleans police department just left and now they are trying to entice them back with taxpayer funded trips to Vegas

People were in a carefree mood, nobody seemed to care what was happening or that the hand of god was about to come down on the big easy.

I just got off the phone with my son at Ft Campbell. His fiance is a 3rd Grade teacher. She spent her class time today discussing Katrina. What she thought would be an instructive talk with the students turned into a bad dream for her.

It seems the students had one thing on their mind(s). They wanted to know why President Bush hates black people. She was really shaken up. She couldn't believe they were serious..but after some more talk she learned the words of Kanye West had been imprinted on their young minds.

These are young children- worried their president hates black people. She tried hard to educate them about the facts in a calm way.

 Louisiana Officials Could Lose the Katrina Blame Game --  By 1998, Louisiana's state government had a $2 billion construction budget, but less than one tenth of one percent of that -- $1.98 million -- was dedicated to levee improvements in the New Orleans area.

N.O. officials wanted to discourage people from going to the Superdome, and that is why they stopped FEMA, Red Cross, Salvation Army, etc., from going in with food.

 The US will recover -- The private citizens who were best prepared for Katrina were those who did much that responsible civic authorities would want them not to do. You were most likely to do well in this hurricane if you owned a big four-wheel-drive with a full tank of petrol and a spare tank hoarded in the garage. Nagin failed simple as that. At least one major media outlet has finally noticed that New Orleans had an emergency response plan for hurricances and evacuations that somehow never got implemented. ABC News yesterday asked why Mayor Ray Nagin not only did not follow the plan, but actively sent non-evacuees to a site that had no preparations to handle them:   Perhaps the media might notice this November 2004 analysis of the dry run Hurricane Ivan provided city officials in evacuating the city as a hurricane approached. WASHINGTON, D.C. — Before Hurricane Katrina breached a levee on the New Orleans Industrial Canal, the Army Corps of Engineers had launched a $748 million construction project at that very location. But the project had nothing to do with flood control. The Corps was building a massive new lock for the canal, an effort to accommodate steadily increasing barge traffic.

Except barge traffic on the canal has been steadily decreasing.

In Katrina’s wake, Louisiana politicians and other critics have complained about paltry funding for the Army Corps in general and Louisiana projects in particular. But over the five years of President Bush’s administration, Louisiana has received far more money for Corps civil works projects than any other state, about $1.9 billion; California was a distant second with less than $1.4 billion, even though its population is more than seven times larger.

Much of that Louisiana money was spent to try to keep low-lying New Orleans dry. But hundreds of millions of dollars have gone to unrelated water projects demanded by the state’s congressional delegation and approved by the Corps, often after economic analyses that turned out to be inaccurate. Despite a series of independent investigations criticizing Army Corps construction projects as wasteful pork-barrel spending, Louisiana’s representatives have kept bringing home the bacon.
