With conditions in the hurricane-ravaged city of New Orleans rapidly deteriorating, Gov. Kathleen Blanco said Tuesday that everyone still in the city, now huddled in the Superdome and other rescue centers, needs to be evacuated.
"The situation is untenable," Blanco said, pausing to choke back tears at a news conference. "It's just heartbreaking."
The breach of two levees Tuesday meant the city was rapidly filling with water and the prospect of having power was a long time off, the governor said. She said the storm also severed a major water main, leaving the city without drinkable water.
"The goal is to bring enough supplies to sustain the people until we can establish a network to get them out," Blanco said.
FEMA is considering putting people on cruise ships, in tent cities, mobile home parks, or so-called floating dormitories, boats FEMA normally uses to house its own employees, said Coordinating Director Bill Lokey.

And I'm sure those numbers also included a lot of folks who wanted to stay behind to protect their homes and businesses from those same looters.
Just like the carpetbagers in the South after the war. Except, an acre and a mule aren't going to get anyone very far.
You got that right.
I agree with you completely. I just have a problem with some of the hateful comments. I'm sure, at the appropriate time, all of the information will come forth and hopefully much will be learned from this terrible event.
I too wonder where all the simulations and what if scenarios are.
How many millions of dolalrs have beenn sent to corrupt "consultants" over the years to make plans for this eventuality? You know, Joe Billy Bob's third cousin to the mayor who owns a "consultant firm" who received millions to make up a contingency plan.
This is incredible. They act like there is no plan. The mayor and governor are grasping and wet and soggy straws. I bet there is no plan as all that money spent for consultants over the eyars just lined bank accounts of corrupt cronies.
The mayor stated early on he has only been the mayor for a couple of months. Curruption, you bet your beads!
"I don't see how they are going to empty an entire city - the cost is going to be enormous and there will be a lot resistance."
A couple of days without bathrooms or clean water to drink few will oppose leaving a sewer.
No, they're not acting like there's no plan. They're in the middle of a horrible natural disaster.
When people are overwhelmed, they sometimes throw caution to the wind.
What are you smoking? I'm not blaming anyone ... AH.
That doesn't surprise me
This is just incredible. They tried to evacuate them all before the storm. Too bad they didn't all get out. Dear God, this is just horrible.
That is avoiding the obvious.
This is exactly the nightmare scenario they have been preparing for for decades--water flooding the city streets after a hurricane. Why is the governor and mayor acting like they do not know what to do? This is the script that has been scripted for years.
The mayor and governor are lost for words and they are not making decisions. I am stating that there is an excellent chance that all these so-called "consultant fees" that were paid to prepare contingency plans were bogus kickbacks and corrupt liing of bank accounts. I see no plans being executed.
Yesterday, a radio talk show in my area of the northease was dedicated to the premise...are you let down that the hurricane was not as bad as it was hyped to be? I couldn't believe it! People were calling in saying they were deflated after all the hype! What is this world coming to?
As someone already posted on another thread, you need a port at the mouth of your largest river. Where do you put the facilities and the people who work there?
Having said that, the city needs something different, either better water/flood control or the city built higher.
Maybe the casino companies will pay for a new New Orleans.
That is because the looters did not want to get out--they saw a big payoff by staying behind and camping out by the jewelry stores.
My comments were not meant to stifle debate. My concern was with hateful comments, name calling and profanity. I have also engaged in debate regarding the many side issues concerning this disaster and will continue to do so. And I'm also not above calling a moron a moron (don't get me started on Teddy Kennedy), but taking delight in the peril of others, or hoping to watch someone die is crossing over the line. But, that's just my opinion.
Are they giving up entirely? In the 1993 floods in Des Moines, St Louis and elsewhere seems like the governments and citizens busted their butts to fix the levees and save the towns.
You can't say that about those at the Superdome, however, they couldn't get out and they did right thing and went to the only place they had, the dome! That dome situation is very scary. Those are the people I am praying for the most right now! It would be said indeed if the people planning to loot fared better.
