Category 4 Hurricane Katrina is approaching landfall in Eastern Louisiana. At 4:00AM EDT the storm's center was about 90 miles south of New Orleans.

With these latest contracts, MMS will take its oil royalties in kind (oil), rather than in value (cash), from offshore federal lease operators and deliver it to onshore oil market centers where DOE will take custody of the oil. DOE, in turn, will exchange the RIK oil for oil of suitable quality that can be delivered to SPR storage sites located in Texas and Louisiana.

Hummm... Heck of a deal! Date is Friday, August 15, 2003, and that makes it a good deal under W's watch...

Uh, it warn't "below sea level" when it was started. The current depth is the result of several centuries of subsidence , silt deposition, and a number of other factors.

TD 13 is nothing anymore. National Hurricane Center issued its last update for it this morning, unless is reorganizes. They had expected at least a TS out of it, but it has quickly fallen apart. Thank God, though it likely would have only ended up a shippers problem in the north Atlantic anyway.

It sounds really, really bad in Gulfport, but thankfully the storm did not re-strengthen prior to landfall.
