Category 4 Hurricane Katrina is approaching landfall in Eastern Louisiana. At 4:00AM EDT the storm's center was about 90 miles south of New Orleans.

We knew the Dome would probably endure some damage, but how horrible that 25' long sections were ripped open in the roof and it's now vulnerable to the wind and rain inside. Can you imagine what being in that place right now with 24,000+ other scared wet individuals is like? Prayers for survival and sanity.

SEC. 97-17-65. Looting.
(1) A person commits looting when he knowingly without authority of law or of the owner enters any home or dwelling, or upon any premises of another, or enters any commercial, mercantile, business or industrial building, plant or establishment, in which a normal security of property is not present by virtue of a hurricane, fire or vis major of any kind or by virtue of a riot, mob, or other human agency and obtains or exerts control over or injures or removes property of the owner.
(2) Any person who commits looting shall be guilty of a felony and, upon conviction, such person shall be punished by imprisonment in the penitentiary for a period not to exceed fifteen (15) years or by a fine not to exceed ten thousand dollars ($10,000.00), or both such fine and imprisonment.
(3) The fact that a person may be subject to prosecution under this section shall not bar his prosecution or punishment under the statutes relating to larceny or burglary, or under any other statute or ordinance to the extent that such would otherwise be permitted in the absence of this section.
That being said, the NG general that just spoke made it pretty clear that there would be "no quarter" for looters. That is DAMN direct talk in these PC times.

Regarding the SPR and Chevron, I read that somewhere on the internet last year when oil was spiking up on price manipulation just before the election. It was probably either on MSN Investor or Bloomberg.com. This was a news article talking about how the SPR was still being filled and what the decision criteria are for an oil release from the SPR. The article gave some background on the SPR and said the oil was delivered to the SPR by Chevron as payment for oil leases. I may have it saved on my old computer, but you might try a Google search on Chevron and Strategic Petroleum Reserve (...a suggestion at the risk of belaboring the obvious....lol).
