Someone previously posted the answer to that which was written by Jack Wheeler (SwiftVets).
To summarize: Heinz57 currently holds an honorable which originally was a less than honorable but was upgraded during the Carter years though initially was denied when he first applied for the upgrade.

"The Vietnam Vets deserve closure"Agree, but for the Vets, I somehow suspect that "closure" must involve final resolution, i.e., full factual disclosure of Kerry's actual discharge terms. "Closure" won't be achieved by walking away from the matter, IMHO...
I suspect that the Vets are fully capable of maintaining their tenacious grip on this one.
