I am guessing that what they have done is set a certain standard about number of votes, number of preciencts reporting. Depends on how slow the state is to report.

---Reporting from SC. I've heard scattered reports todays of some problems with some touch-screen machines breaking down so there may just be a delay in getting the numbers out on time. SC is Bush's as much as TX.
