The title refers to a daily report given to the president of the United States detailing the most serious terrorist threats against the country. To tackle those threats, the government has formed a top-notch task force to infiltrate the terror cells and cut off the danger.

Unnnnh Yup. That worries me, too. Let me use an appropriate analogy: When I hunt and I have a target I've laid my scope on, I get real focused and quiet. I regulate my breathing as I steady the crosshairs and slowly take up the slack in the trigger. I think the trigger slack is being taken up. One or more operations may be "in motion" and folks are basically holding their collective breath to see the outcomes.

Isn't that pretty much the way it already is, what with the various "Christian Identity" splinter groups covering one end, and the National Council of Churches (or whatever its name is) covering the other?

There's a certain amount of that, of course, but (1) The denominations tend to break along theologically liberal or conservative lines rather than politically liberal or conservative (granted that often theological liberals and political liberals often go together as do theological and political conservatives, though the correlation is very far from perfect); and (2) the "Christian Identity" groups and the "National Council of Churches" aren't primarily political entities.

YOU think like that because you want to stay alive. These guys aren't interested in long term survival, only what is necessary to accomplish the mission, which btw, will almost certainly end their life. I'm pretty sure they would have had a SCRAM contingency plan in case something compromising like this were to happen. The nature of that contingency is THE question. Do they bug out and try to E&E (Escape and Evade)? Or do they push the operation ahead? Or do they proceed to a secondary or tertiary target? I guarantee that not all the targets are listed on the same HD or in possession of any one handler, that's basic security.

I knew we were at yellow but not "yellow elevated" and I knew we were at orange in NY but not "orange high" When did the various levels of yellow and orange get announced? This is the first I've seen it.

That's what they always are: yellow=elevated; orange=high. They just happened to describe them using both the words and the colors. No change in status.
