That's what they always are: yellow=elevated; orange=high. They just happened to describe them using both the words and the colors. No change in status.
orange-high is a real level for NYC. NYC is always at orange, at orange-high, the truck searches and traffic pattern changes take place.
Thank you. I mis-interpreted. I thought they were saying the new level was an elevated yellow - somehow higher than just regular yellow and orange moved to high orange. duh.
