Why is it broken out by “race”?

Because that's what the author wanted to discuss.

Poor standards in education extend to those who become teachers and administrators, too. There is a vast difference in competence between teachers we had when I was young and many I observe today.

“There is a vast difference in competence between teachers we had when I was young and many I observe today.”

You can thank the teachers unions for this. Quotas have to be met. Can’t easily fire the bad ones.

It doesn’t say which students. Is this at graduation from high school or what? And what level of reading and math was being tested. I find even 60% too low for what I would prefer. If it was graduating high school it should 100% regardless of race.

There doesn’t seem to be a ‘quota issue’ involved with the many ignorant teachers I’ve seen. They come from every population.

Seeing how statistics are falsified to include many non whites as “white” that doesn’t mean much for the white stat.

Actually, this is driven by parents. Some care a lot, others not so much. It has nothing whatsoever to do with schools.

Incorrect! You can thank the lawsuits levied by parents for this.
