Not joking. First, on a local and state level it involves services provided. Then the legal matters, police, judges, lawyers, NGO’s. Then the Welfare from both state and Federal. The health care. Yep. On a related note... I might not have the numbers exactly right, but I once read that it costs something like $50,000 a year to incarcerate a prisoner. But such a person on the outside causes $250,000 a year worth of damage.
