Here is an old newscast I found regarding the Current Population Survey (Household Survey) from 1994 when they revamped the questions. It is very interesting in how they were able to get a 95% response rate back then and now only currently 66%. Enjoy.

Why don’t we have a census with a snap shot of all the counties in the US, and then apportion ONE Representative per county? Would it work?
Isn’t this the one that a lot of people refuse to answer because they consider it too intrusive?
We had more trust in the gubmit then. But after the Clinton/Biden/Dorkbama days of putridness, that went the way of the audience for Mad Cow.
No, it would not work.
There is no standardized U.S. designation of “county”.
Different methods have been used across the country.
For instance, Georgia has 159 counties.
Counties are all over the place in terms of population.

Because the House is apportioned on a population count, not a county count. Harris County in Texas has millions of people (4,698,619), but Liberty County has a fraction (86,323). You’d have to give Harris County 54 representatives to give Liberty County 1.
The issue is when you jigger the boundaries on ‘black’, ‘brown’, etc. neighborhoods.
