NATO is supposed to be a defensive alliance. Only if a NATO country is attacked does article 5 kick in. Though Clinton bent the rules in the war against Milosevic. The plan is to send NATO "peacekeeprs" into Ukraine so when they get in the line-of-fire between Ukraine and Russia they will call it an attack on NATO and invoke Article 5.

I believe that the Europeans are talking about sending troops in as peacekeepers after an agreement has been reached. The rub, however, is that Russia will not accept any agreement that has European peacekeepers.
