Someone mentioned by Kentucky law he has to pick a replacement from whatever party the departing senator was in.

I think that last week the KY Legislature (GOP) passed a law that says the Governor can’t appoint a replacement. It has to go to a vote.
I absolutely could be wrong, but it’s what I recall.
Turtle needs to retire but the Senate doubles as a convalescent home for elite senators who wish to depart in the stiff horizontal position.
