The Metropolitan Transportation Authority is planning to spend up to $1 million in federal grant money on a study they hope will help them understand the mindset of the average fare evader, The Post has learned.
The pricy research – which comes as the authority is crying poverty and pushing for a detested congestion pricing plan — is being blasted by critics as a huge waste that will only tell them what anyone with common sense already knows about scofflaws.

In Pittsburgh, you pay when you get on going in and when you get off going out. The downtown area is free.
Presumably, it lowers need for parking and having a car in the downtown area in the first place.
The MTA fare is $2.90 per trip and the cost of housing a fare evader at Rikers Island is $1,500 per day.
Sure, you can arrest and jail fare evaders, but that will cost you far more than the loss of a fare evasion.

Hey, for a million bucks not only will I tell them what’s wrong with their system, I’ll make a pass by the local hot spots and find a few girls so I can take them to Jackson Hole or Sugarloaf and research why girls like sky resorts.

They do not want to pay, know they can get away with it and are basically dishonest.
