Electrons can absorb energy and be raised to a higher energy level than when ‘at rest’.

The much higher tests of Operation Fishbowl 2 were performed in 1962, as a result of the USSR violating the informal nuclear test "moratorium" with a series of tests that they initiated on 30 August 1961; these tests included the firing of the "Tsar Bomba," a 51-megaton yield weapon that was a psychological weapon more than anything else.
The year before the Fishbowl 2 tests were run, the movie Voyage to the Bottom of the Sea was released by 20th Century Fox. In that movie, the Van Allen Belts have been ignited and are burning (turning the Earth into a Burning Ball of Fire, interestingly) as the result of a meteor shower. In the movie, an ultra-advanced submarine called Seaview is dispatched to solve the problem, which it does by launching a nuclear-tipped missile into the flaming radiation belts. The resulting explosion puts out the fire, in a manner reminiscent of the method of Red Adair, when putting out an oil well fire.
The movie starred married couple Barbara Eden and Michael Ansara, possibly the luckiest man in the world at that time.
Baby Boomers will know that a TV show of the same name was spun off from the movie; it starred several cast members from the movie, and was produced by Irwin Allen, who also produced (and wrote, and directed) the movie.
Keep in mind that book is old. And the science behind it is old.
