We would have caught living hell for that when I went into the Army. Of course, we didn’t have cell phones to keep us occupied and waste our time. We had buffers and Johnson Wax to keep us occupied and living in WWII barracks still in spotless condition.
In my experience, mold comes from damp/wet conditions that are subject to heat and humidity. I’d say that if there’s a problem them the environmental controls like HVAC are the problem. The only way to combat it in those conditions without proper HVAC is to constantly scrub and clean and/or chemtreat.

I went through Basic at Fort Polk in bloody hot and humid summer in Louisiana. LBJ -- a four letter word to me -- had sent "that" letter.... Fort Polk even had a meningitis scare. But no mold, nor whining about mold. And -- yeah -- among other things we scrubbed a lot.
Perhaps today's sensitive military top brass -- "trying to understand white rage: and such -- think mold is trans-mold and should be respected....
It says barracks, but I can't keep from wondering if they mean base housing instead. We cleaned the barracks every day and a GI party every week.
When in the USAF back in 1966-1969 we kept our barracks nice and clean. Once clean it was easy to keep clean. Then one day they said we needed to move to a different barracks, the one used by the Apes(Air Police) who were moved somewhere else.
Talk about a nasty barracks! The showers had mold growing all over them, soap scum was everywhere! We managed to get them clean by putting bleach in a spray bottle and killing the mold, then came the cleanup of scraping the thick layer of soap scum in the shower.
I sometimes think they moved the barracks around just so we could clean the APE barracks.

Good senior enlisted hit the door in the face of the woke army, now they have dorks and dweebs that aren’t worth a plug nickel for senior NCO’s with the result being the blind leading those who can’t see. Make no mistake about it, pretty good commisioned officers are a dime a dozen, but great NCO’s are the real backbone of the Armed Services and are the real leaders of all five services.(This includes the Coast Guard where I was given firearms and live ammo on several occasions)

The real problem with the military is the mold and rot that infects the so-called leadership which appears to be far more interested in promoting leftist BS rather than training and preparing to effective wage war.
In 1974, I was assigned to Camp Casey Korea. The BOQ for the Lt’s in Our battalion was called the “Last Resort”. There was no showers or latrines. These were located in another building about 50 feet away. (Doesn’t sound too bad unless you’ve lived through a Korean Winter. The BOQ was one large room with junior walls between the bunks. There was one light switch that controlled all the lighting. Rats were rampant.
The Lt’s produced a briefing that confirmed that, by regulation, this BOQ was substandard and they were authorized a supplemental housing allowance.
Division HQ rejected their request claiming that recognizing that the divsion had substandard housing would be bad for morale and that admitting to these conditions would reflect poorly upon division leadership.
The Navy doesn’t have this problem.
