Not exactly.
It explains that the transfer of inheritance will be tax-free, if it goes only from monarch to monarch.
If it goes to the monarch and others, the inheritance gets taxed.

He sounds selfish greedy and irrational as well as neurotic.
Definitely not a noble figure.
Hopefully William will take over before Charles demolishes
