Have about 50 Reps with normal-sized white balloons, uninflated but with a small whippet-sized canister of helium to fill them rapidly.
Wait for a cue, then all at once, "PFFFFT!" the balloons inflate and launch.

When the balloon is 12 o’clock high overhead, it becomes still. Suddenly it POPS!! loudly, taking all the attention away from that speech. Biden begins yelling at the ceiling: “Donald Trump, you did this!!!

I would prefer McCarthy sitting there just holding a white helium balloon throughout the speech, it would be better than ripping the speech in half!!
If you tie a piece of paper to a balloon you can tear off little bits until it literally floats in mid air . Imagine a bunch of those floating around!
