“Project Blue Beam” is great fan fiction.
If you actually read some of the 1994 work of Serge Monast, where “Blue Beam” originated, it’s quite ridiculous. Loads of conclusion jumping and lack of evidence.
Nevertheless, Blue Beam theories have spread like wildfire in conspiracy clickbait circles.
If anything, the Deep State WANTS people to spread to “fake invasion”/BlueBeam fear porn just make them paranoid, confused, and look ridiculous.
You could call it a psy-op about a psy-op.

A truck driver died and several freight train cars were derailed during a Monday morning collision northeast of Houston, Texas.

You may be right. I saw a report that these high altitude balloons were being developed by DoD for special surveillance missions. Parts recovered off of South Carolina were identified as having 'English writing' on them.
If China has it, they probably got it from us through espionage, graft, extortion, etc. If China has hypersonic 'glide vehicles' then I presume that we also have hypersonic weapons. DoD speaks like we are 'working on it'.
Perhaps all that does not necessarily fit into your scenario. Still, China never denied that the original balloon was theirs. These other three - we await some transparency from some one. Pilots involved in the {2nd} Alaska shoot down said that it was just a cylindrical shaped object with no visible means of propulsion or maintaining high altitude flight.
