This is highly unusual. This is also the first I’ve heard of this story. In Japan the police and the media don’t have the tight propaganda relationship that they do in the USA. Often a “big” story will never make it to the news until long after it is not “news” anymore. There must be a back story, as it says the restaurant was booked only by the one group of people that caused the fight. Probably some flower arrangement club dinner party that went wrong.
