If Dems lose both houses, Biden gets propped up a la Weekend at Bernie’s until the Dems can coalesce around a candidate that appeals to enough of the freak show which constitutes their base. You’ve got the cat woman/wine mommy demo, blacks, gays, students/young adults, asians, west coast hispanics, teacher unions— and they’ve all started taking shots at each other. They need a low-T white guy, preferably old and stupid, like say, Mitch McConnell.
Throw in GOP control of a majority of state legislatures and executive branches...no relief there for the Dems
Dems don’t control the S Ct, if they lose control of Congress they’ve got to keep one branch to stay in the game. The Dems are a party whose people who do govt for a living. They can’t do anything else.

If Biden really did file, it has nothing to do with 2024. It’s a power-play move for right now. Lame ducks have reduced power. Biden doesn’t want to be seen as a lame duck. He wants the favors and the money to keep coming in.
That’s what any filing is all about.
