Then have the DMV agent who issued him a license sit in the cell in his stead.

The national motto used to be “In God We Trust”.
Today it’s just “It’s Not My Fault; I’m Not Responsible”.

Sounds to me like he's a lunatic and a danger to society. He needs to be institutionalized, prison or nuthouse. He MUST NOT BE ALLOWED TO WALK FREE AMONG US. HE'S A DANGEROUS NUT!!!

As opposed to being executed?

Okay, so it was mental illness. That just means it isn't an execution, but euthanasia.

Give him to the families.
You can bet that if he'd killed someone "connected", the "authoritays" would find a way to kill him.

His “mental illness” would certainly allow him to hold others accountable if they did something rotten to HIM. Or not prevent him from obeying the traffic laws so as to avoid wrecking HIS car.
To: Red Badger
Soon they will turn him loose so he can strike again. The people he killed and maimed were not responsible for his action either.
