Loose bricks or delivered pallets of them? If the second, that means someone paid for them and some company sold and delivered them to an alley. Lean on that company (including getting a warrant for their sales records) to find the criminals. No one just orders some bricks for urban masonry just before a planned riot

For crying out loud doesn't any responsible building material supplier wonder why pallets of brick are being delivered to an area where, by all appearances there's no building going on? Who ordered this? Who paid for it?

Surround the pile with cops and if the bad guys show up, throw the bricks at them until they go away.
