My father made the same counterargument to smoking bans in approx. 1977. He said a morbidly obese person might lose their balance and fall on you breaking your arm making them a hazard in public places.
FWIW he was a family physician so he might have had first hand knowledge of such incidents occurring.
If you really want anti cigarettes then take 4 or 5 or 6 jabs. That cures everyone.
