It works both ways. If you sent some Louisiana cops to New York City to handle the devastation there, you can be sure they would have a great deal of trouble with all those foreign names people have in the Big Apple.

I was once in Manhattan at an east side business on a street around 77th. Major traffic like I’ve not experienced in a long time. No cell phone with google maps. I got disoriented so I pulled up to a NYPD patrolman and ask him directions to FDR drive. He responded with a NYC accent so strong I could not understand a word he said. And I knew it would be futile to ask him to repeat himself. So I left and tried on my own. Took a turn that put me on the Long Island Expressway with out any chance of getting off. Had to pay a toll, cross the river and then head back west. Took an additional hour to get to my destination.
I don’t want to ever go to NYC again.

Guy that works in our plant is, originally, from London.
Still has a heavy Cockney accent.
One day I said to him "You Brits have a funny way with the American language".
I can't repeat what he said, because I couldn't understand him, but he was quite emphatic about it.
