The Mexican Navy helicopter was trying to reach areas affected by Hurricane Grace when safety officials were notified of a mechanical incident. On board were four officials including Veracruz State Government Secretary Eric Cisneros, who suffered only minor injuries.

Yep, seems clear. Tail rotor is the only thing prevents the helo body from rotating the opposite of the rotor.

Started to auto rotate, like a problem with the tail rotar, it seems to be going very slow.
