Polk County is a very BAD place for black people to be or live. Most won’t go near it to this day. A black co-worker of mine wanted to visit the Mennonite store but wouldn’t go, even with me, because it was in Polk County.

It appears that, because he was Black, and was 'blessed' with such a name, EVERYBODY on the side of the State (po-po, investigators, Prosecutors, etc.) just ASSUMED he was guilt, so didn't bother to check things out. A LARGE cash settlement and a number of firings, seem in order, in addition to criminal charges against the female.
She should be charged for false accusation/testimony and sentenced to 3 years in prison. Period.
