A few biker guys used to show up in my local bar every once in a while. They were invariably polite and never caused any trouble.
So, did the bikers ever cause any trouble? If not, why the ban? Are they using Covid-19 as an excuse, or some alleged security threat? Would they deny a permit for ANY left-wing group?
Why is the Department of Defense involved in this? Issuing parking permits for an event in DC would seem to fall under the responsibility of the Capitol Police. Is the DOD claiming this is somehow a national security issue?

When everything is covered by a broad law or administrative control, any agency can make a rule on anything they want.
My guess though is that the Pentagon, which has the largest parking lots in the area, had been used as a parking/staging area.
Bikers of the past were outlaws and rough characters. Bikers now have to have a good paying job to pay for these expensive rides. And a lot of them are vets or law enforcement.
I don't know what your image of the Rolling Thunder folks is, but they are almost entirely Patriotic, but Law Abiding Americans who have families, jobs and own homes and businesses.
They are not something out of a seventies biker exploitation movie who will come roaring into town, wearing brass knuckles and swinging chains to challenge "The Man" for denying them a parking permit.
You can protest without rioting.
