Apartment walkway light that are on 24/7 and cannot be switched off so burglars or rapist cannot shut them off and do some bad deeds in the surprise of darkness.
I am guessing it was just on, and then the pipes froze and burst.
Cue the “cold weather is a result of global warming” articles by the msm.
Memphis area, mostly very cold, snow especially side streets, insufficient plows on the small side, surrounding counties snowed in, Population to small to avoid removal equipment. Driveway snowed in, we have dozens of teens who if not so lazy could earn money clearing snow out of driveways/walks, don’t even do grass in summer. 80 yr old hub is at least keeping walk cleared in front with a back brace on.

Heard from a friend who lives near Houston - he drove out to check on his grandparents when the thing began and has been there since. They have a country place with a wood stove and a generator. He doesn't. But he will.
Well I’m sure that everyone living in Montana and North Dakota is impressed.

Yeah, it’s really grim down there. I can’t imagine the amount of damage. People and animals are suffering. And dieing.

Where in Oregon, if you don’t mind my asking? I remember some pretty good ice storms in Portland and the Willamette Valley when I was young, seems like practically every winter. Sure is pretty with a half-inch or more of glass-clear ice coating everything, but devastating to trees and wires. We used to get out our ice skates and skate around the neighborhood. It was hilly enough there so that driving was out of the question.

No, I’d probably flip the circuit breaker, then turn it off.
