This is a clear violation of the Second Amendment. As the Supreme Court noted in Heller, the dictionary definition of “arms” at the time of ratification was “weapons for offence, and armour for defence.”

If further proof is needed that the Second Amendment protects the right to keep and bear armour, I seem to recall, in the late 18th and early 19th centuries, that several cities hosted militia units armed and equipped in the manner of Napoleonic heavy cavalry (hussars, cuirassiers, and the like). These units were manned by wealthy citizens who almost certainly provided their own armor. Might be a fun research project to confirm this.

Given that the 2nd Amendment applies, I don’t see how this law meets any level of scrutiny. What legitimate government interest is served here?

Time to raid some manufacturers and grab their shipping records?

I saw an episode of Adam-12, recently. A guy took a couple of shots at Reed and Malloy. They had to call in and get body armor. What was brought looked like a dental hygienists lead x-day apron, complete with groin flap. Had to laugh.

NO, it’s more like 2 to 3 hours.
Some years back, my wife asked me to pick up a loaf of bread on my way home from work.
It was about 10PM and I stopped at a convenience market to get the bread. While I placed my loaf of bread on the counter to pay for it, a gunman came in and announced a holdup. He then herded me, the cashier and the manager into a backroom where he locked us inside. The manager immediately took the phone from the wall and called the police telling them there was an armed robbery in progress.
He needed to repeat the call 5 or 6 more times before they finally arrived 3 hours later at 1AM. (Buffalo, NY)
