WASHINGTON, Wednesday, Jan. 2.
We have a Government at last. High authority announces that the policy of the Administration, towards the Secessionists, is entirely changed. Henceforth it will be concillatory but firm in the execution of the laws.
The steam frigate Brooklyn and another vessel at Norfolk were yesterday ordered to be in readiness for immediate departure to Charleston.
The Brooklyn's cruise is up, and her crew are waiting to be paid off and discharged. But the emergency is considered too pressing to admit it.
The secession leaders discovered yesterday the intention to start these vessels, and notified their sympathizers at Norfolk to have minute-men ready to seize them if they attempted to go to sea. The Administration is on the watch to prevent it.
Secretary-of-War HOLT has appointed Capt. CHARLES STONE, on recommendation of Gen. SCOTT, to be Inspector-General of Militia in the District of Columbia. To him is intrusted the important duty of immediately organizing the District Militia, to repel invasion, suppress insurrection and preserve public property.
STONE's commission will be issued by the President to-day.
Rumor gains credence that all important Southern posts will be immediately reinforced by troops.
Mr. BUCHANAN, having shaken off the traitors, henceforth will be sound. Let him experience immediately, then, that he has the support of all Union men so long as he upholds the flag of the country.
The evidences of a purpose on the part of the Secessionists to seize upon the public property here, and usurp the Government at its Capital, have become so clear that energetic measures are taking to defeat their plans, and repress the treason.

A very good read about the Confederate navy is ‘Glory in the Name’ by James Douglas and it’s sequel. He has written other books about seafaring, also.
